Star Valley Ranch council flags several ordinance changes, including contractor registration, solar rules and STR cap

Council members reviewed a list of ordinance topics to be taken up for further drafting and enforcement review. The items a council member flagged include contractor registration (with a question whether it should be converted into, or handled alongside, a business license), restrictions or clarified rules for rooftop solar panels and windmills, standards for driveways and temporary fences, rules governing open excavations, permit-extension processes and temporary certificates of occupancy, minimum square footage requirements for new homes and garages, a cap on short-term rentals intended to encourage permanent housing, and timing and placement rules for election signs.
Council members specifically asked the planning and zoning board (P&Z) to consider the applicable ordinance before approving a homeowner’s variance for rooftop solar panels and requested a more detailed site plan from the homeowner. No ordinances were introduced, amended or adopted at the work session; each topic was placed on a future track for research, drafting and legal review.
Councilman Merrill framed part of the discussion as a matter of leadership and conduct, saying chairmen should act appropriately in meetings and noting a lack of consequences for bad behavior by some board members; the issue was recorded as a governance concern rather than a formal complaint.
Next steps: staff and P&Z will prepare drafts or clarifications on enforceability and will bring recommendations back to the council for formal introduction if warranted.
