Bentleyville council authorizes Riverview Park grant amendment as paving work is reviewed

Council members on July 10 unanimously approved Resolution 2024-31, authorizing Mayor Kathleen Hale to sign Amendment No. 1 to the Capital Improvement Community Park, Recreation/Conservation Project pass-through grant for Riverview Community Park and declaring the measure an emergency.
The amendment came as the council heard a report that the paving project at Riverview Park was completed to specification. Jeff Filarski, Engineer and Building Official, told council the project included a bioretention basin that was part of the original plans, that the bid was awarded to the lowest bidder, and that parking spaces had been laid out to maximize safety. "The bioretention basin will begin to look better as the plantings mature," Filarski said.
The vote on the resolution was 6–0 in favor. The resolution and its emergency declaration will allow the village to accept and obligate grant funds tied to the park project more quickly. Council discussion did not specify the dollar amount of the amendment in the meeting minutes.
Council member Ken Kvacek had earlier asked for a correction to the minutes to show that Parks & Rec will purchase three "Adirondack" crabapple trees rather than an unspecified variety; that detail will be reflected in the revised minutes. The council did not modify the project scope during the meeting and did not report any pending appeals or legal challenges related to the park work.
Next steps: the mayor is authorized to execute the grant amendment; staff will proceed with the grant administration and any tasks required by the pass-through agreement.
