Township adopts 2024 budget, approves agricultural security inclusion and accepts sale of surplus truck

On Dec. 12, 2023, the Upper Hanover Township Board adopted the 2024 final budget (Resolution No. 2023-40), approved inclusion of 20+ acres at 3015 Congo Road in the Agricultural Security Area (Resolution No. 2023-39), and accepted a $70,100 bid for a 2008 Mack Granite truck from Broad Top Township.
At its Dec. 12, 2023 meeting, the Upper Hanover Township Board of Supervisors completed several fiscal and administrative actions. The board unanimously adopted the 2024 final budget by adopting Resolution No. 2023-40 following a motion by Dottie Diehl and second by Stefan Laessig.
Also during a lawfully advertised public hearing, Solicitor Joseph Bresnan considered an application from Robert A. and Patricia M. Borneman to include more than 20 acres at 3015 Congo Road in the Township's Agricultural Security Area. Neither the applicants nor any members of the public attended the hearing; the board adopted Resolution No. 2023-39 by a 4-0 vote.
In new business, the board accepted a $70,100 bid from Broad Top Township for a surplus 2008 Mack Granite truck; the motion to accept the bid, made by Dottie Diehl and seconded by Ben Fiorito, passed 4-0. The board deferred action on the 2024 tree removal contract pending additional quotes.
Committee reports included a personnel update that the Board approved a 4% wage increase for employees at the December work session (reported by Mrs. Diehl), an open-space update that the Township is still obtaining a second quote for a pickleball court project, and a Sewer & Water Authority update on interviews for an operations staff position and the continuing need for a volunteer to serve on the Authority board.
Public Safety committee reports listed proposed 2024 donations to neighboring police departments (entered in the annual budget) of $4,000 to East Greenville PD for officer training, $4,750 to UPPD for office equipment and a firearm, and an estimated $4,200 to PSP for supplies. Engineer Peter Eisenbrown reported that Graber Road culvert work is nearly complete, with end walls poured and curing and remaining work limited to backfilling and demobilization.
The meeting adjourned at 7:35 PM; the Board announced it will meet for reorganization on Jan. 2, 2024 and for its regular meeting on Jan. 9, 2024.
