Upper Hanover approves equipment purchases, traffic project designs and appoints code enforcement officer
Summary

The Upper Hanover Township Board of Supervisors approved several operational expenditures, project authorizations and a personnel appointment at its March 12 meeting.
The board approved two road equipment purchases recommended by the Bridge and Road Committee: a milling head/plainer from Bob Cat for $25,624.11 and a Wacker RD Kubota drum roller from Stoney Creek for $45,950. Both purchases were moved by Ben Fiorito, seconded by Tim Woodward, and approved 5‑0.
Treasurer information was entered into the record by Township Manager Anne Klepfer: "Mrs. Klepfer entered the Monthly Treasurer's report with a statement balance of $15,615,023.17 into the record." Klepfer also presented other routine monthly reports and a State Police report showing 137 incidents for the period.
The board approved Sport Court Draw #1 (bond and mobilization of materials) for $77,050.18 after noting the draw exceeded 25% of the contract; the motion by Stefan Laessig, seconded by Tim Woodward, passed unanimously.
On traffic projects, the Board accepted Bowman proposals to begin design and permitting: $27,075 for a Kutztown Road & 663 Red Traffic Signal Ahead Project (Bowman) and $15,390 to begin work on a multimodal grant application and design for Route 663 & Schoolhouse Road signal and intersection modernization. Both proposals were approved unanimously.
In personnel actions, the Board appointed Robin Royer of LTL Consultants, LTD as the township Code Enforcement Officer and Municipal Law Enforcement Officer for 2024, retroactive to Jan. 2, 2024. The motion by Dottie Diehl, seconded by Tim Woodward, carried 5‑0.
What happens next: Staff will finalize equipment procurement and contract draws, schedule the traffic engineer to meet with James Road Vineyards HOA to review draft traffic materials, and complete any required procurement steps. The next regular meeting is scheduled for April 9, 2024.
