Beaufort County elections director: updated voter cards will be issued before November after new precincts are added

"They will be issued before the November election," Smalls said, describing the multi-step process: the legislative files arrive from Columbia, the county GIS department creates updated street listings, and election staff upload, verify and reverify assignments before mailing cards.
Why it matters: the board is preparing for adds to the county's precinct map following passage and signature of H 43 50 (referred to in the meeting). That change will shift polling assignments for some Bluffton precincts and others and requires both technical updates and local outreach so voters know where to go in November.
Smalls provided a timing estimate for the technical steps: "It doesn't take long to get the information. The longest part in that whole process is us inputting the information into the system and verifying that every voter is assigned to the correct precinct," she said, adding that GIS processing can take "about 2 weeks or so" and that county staff will need additional weeks to complete verification depending on the number of affected streets and split roads.
Board members discussed whether to supplement mailed cards with a public announcement. Smalls said the official notice to voters will be the cards but offered to place a notice on the elections office website and Facebook page; the chair suggested adding the county government's weekly e-blast once voter-specific data is available on scvotes.gov so voters can check their own records.
Board member Mister Ford cautioned against broad messaging before information is actionable. He said a generic announcement without address-level detail could confuse voters: "You don't want to bombard your constituents with information...unless you can provide them with some more specific data." The board directed staff to wait until individualized data is uploaded and verified before broad outreach while using website and social channels to flag that changes are coming.
The office also confirmed that if new partner facilities are available and committed in time, the office will change polling sites for November but would do so only with a minimum lead time of about a month so cards and notices can reach affected voters.
What's next: Smalls reaffirmed that voters will be notified and able to access their updated precinct information on scvotes.gov well before the November election.
