Council approves Holly Street utility relocations; Decatur Utilities estimate $795,000 for museum and deck work

The Decatur City Council unanimously approved a package of utility relocations for Holly Street tied to the Cooks Museum and a new parking deck, approving vendor proposals from AT&T, Charter Communications and WOW and accepting a Decatur Utilities estimate of $795,000 to relocate power, water and wastewater lines.
Staff described the AT&T relocation as work "for the relocation of the AT&T line for the Cooks Museum." Charter's proposal and WOW's relocation were also approved; staff said the Charter relocation cost was presented at $14,438.882 in the materials. Council approved the Decatur Utilities estimate of $795,000 to move utilities into the museum and parking-deck footprint.
Council members also discussed a separate but related transportation item: the intersection improvements at Country Club Road and Highway 67. Staff and council asked for a price comparison between span-wire signals and mast-arm signals; one council member said a mast-arm signal would add cost and delivery time but could be a desirable standard for visible intersections.
All Holly Street and related utility resolutions (Resolutions 26174–26177 and 26176) passed by 3–0 votes. Staff said the relocations will support museum access and the new parking deck; the council did not authorize construction contracts beyond approving the vendor proposals and Decatur Utilities estimate.
