The Upper Hanover Board of Supervisors on Nov. 14 adopted Ordinance No. 2023‑06, amending Chapter 221 (Firearms) of the township code to designate an additional area within the Mill Hill Preservation Area where it is prohibited to discharge or permit discharge of a rifle, handgun, air gun, pellet gun or other mechanism that propels a projectile capable of inflicting bodily harm. Solicitor Joe Bresnan entered exhibits into the record and announced the ordinance had been properly advertised; the motion to adopt, moved by Ben Fiorito and seconded by Dottie Diehl, passed 5‑0.
In his solicitor’s report, Mr. Bresnan also advised the board that the property at 858 Gravel Pike was found to be in breach of Act 319 regulations and will be subject to rollback taxes; the owner will be eligible to reapply for the portion of the property not under commercial use.
Why it matters: The ordinance expands a no‑shooting area at a township preservation property, which has implications for public safety and recreational use. The solicitor’s finding about rollback taxes signals a legal enforcement action related to conservation/Act 319 compliance.
What’s next: The ordinance is adopted and in effect as of the adoption date; the township solicitor and staff will proceed with any recordation or enforcement steps related to the Gravel Pike rollback taxes as appropriate.
