Berea council hears first reading on Cuyahoga Soil & Water technical-assistance agreement for stormwater compliance

Council members on Jan. 5 heard the first reading of Ordinance No. 1-2, which would authorize the Director of Public Service to enter into an agreement with the Cuyahoga Soil and Water Conservation District to provide technical assistance on soil and water conservation measures and to support stormwater and EPA requirements through 2026, with an option for 2027.
Director of Public Service Tony Armagno explained the City’s ongoing contracting relationship with the district and said the agreement would continue services related to stormwater ordinances and compliance during and after construction. Councilmember Michael A. Kurtz asked whether the City commonly needs to add funds to projects; Armagno replied that it has not happened yet.
During audience participation, resident Andrew Cate of Maplelawn Drive reported recurring drainage and flooding at his property and asked the City for help. Armagno offered to televise the storm lines to locate the exact source of the problem and said staff would contact him to schedule the diagnostic work the next day.
The ordinance stood on its first reading and will return for further consideration; no appropriation or contract award was approved at this meeting.
