Township approves MS4 mapping contract, stone-wall repairs, seasonal hire and other administrative items

At its May 13 meeting the Lebanon Township Committee approved a set of administrative and procurement actions addressing municipal engineering, repairs and personnel.
The committee awarded a professional services agreement to UTRS Civil & Environmental Engineering for MS4 mapping and a Municipal Stormwater Management Plan update, not to exceed $28,000 (Resolution 76-2026). The award relies on the professional-services exemption in N.J.S.A. 40A:11-5 and will support stormwater mapping and plan updates related to the township’s MS4 obligations.
The committee also awarded a non-fair-and-open contract to Stone & Brick Masons & General Masonry LLC for repairs to the stone wall along the Hollow Road Bridge in an amount not to exceed $46,208, following receipt of two quotes and pay-to-play disclosures (Resolution 85-2026). The Township Engineer and DPW were identified as implementation leads.
Personnel and finance actions approved included: hiring Jacob DeLaCruz as a temporary seasonal Department of Public Works employee at $19/hour effective May 18, 2026 (Resolution 81-2026); refunding Planning Board escrow of $29,760.38 to GenPsych P.C. for a 405 Trimmer Road application (Resolution 77-2026); approving LOSAP payments totaling $1,400 to two Lebanon Township Fire Company members for the 2025 qualified year (Resolution 83-2026); and three tax cancellations related to totally disabled veteran exemptions (Resolutions 78-2026 and 79-2026).
Clerk Budd and CFO documentation accompanied the resolutions indicating available funds and the need to publish required notices. The committee also authorized solicitation of bids for asphalt materials to support 2026–2027 road improvement projects.
The May 13 actions bundle municipal engineering, infrastructure repair and routine administrative work needed to support upcoming road and stormwater projects.
