Woolwich approves $35.1 million bond consolidation, adopts routine consent items

Woolwich Township approved a $35,143,000 General Obligation Bond, Series 2025, to combine several outstanding issues into a single 20-year low fixed-rate bond.
Mayor Matthias summarized the measure during the April 21 meeting and the Committee adopted R-2025-116 unanimously (4–0) on roll call. The resolution consolidates the Township’s debt into one bond issue to be issued as Series 2025.
The Committee then adopted a consent agenda of routine resolutions after a brief clarification from the Township Engineer. The consent package included R-2025-107, a $7,200 change order on the 2023 NJDOT Bikeway Program; appointments and permit actions (including a substitute electrical inspector and a street-opening permit); releases of performance surety bonds and a temporary certificate of occupancy for 121 High Hill Road; municipal services reimbursement for Lexington Mews Condominium Association; two totally disabled veteran tax-deduction resolutions; and authorization to file an NJDOT Municipal Aid grant-extension request for MA-2023 (improvements to Russell Mill Road and Back Creek Road). The consent agenda was adopted on roll call (3–0) after Deputy Mayor Nocentino left the dais.
The Committee also adopted R-2025-117, a second addendum to the shared-service agreement with East Greenwich for temporary coverage of the Woolwich Joint Municipal Court, on a separate roll call (3–0).
What’s next: The bond issuance will proceed according to the terms in R-2025-116; routine items adopted via the consent agenda will be implemented by the appropriate Township departments and contractors as specified in each resolution.
