Council hears resident concerns about Park Street sidewalks; administrator outlines wastewater-plant ditch fill plan

Councilors in the Village of New Bremen on Oct. 23 heard residents raise concerns about a proposed sidewalk installation on the west side of Park Street and received an update on wastewater-plant site improvements.
A committee meeting was held at Park Street prior to the regular council meeting so members could see the site and hear residents' concerns. Council member Larger said safety considerations support installing the sidewalks and noted that the engineer's design indicates sufficient space for installation. Council member Lomakin told colleagues the ordinance as written would require sidewalks and that any change to avoid installation would require rewriting the ordinance. Council member Burnell said he understood residents' concerns and felt sidewalks were not needed. Council did not vote on the issue and scheduled further discussion at a future meeting.
Separately, Village Administrator Richter presented a PowerPoint outlining a proposal to fill in a ditch and low contour area around the wastewater treatment plant to improve the site and help mitigate potential ammonia and phosphorus issues. Richter said dirt from the Plum Street reconstruction would be used for the fill. The presentation was informational and no formal action was recorded on the wastewater-plant proposal at this meeting.
Council also discussed administrative items including employee-handbook amendments (Second Reading Ordinance 2023-10-21) to define sick-leave use for the birth of a child and a policy on village-funded CDL training: the village will pay for an employee's first attempt at obtaining a CDL but will require repayment if the employee leaves within three years.
The meeting later entered executive session to discuss purchase or sale of property and adjourned at 7:17 p.m. after returning from closed session. No formal votes were taken on the Park Street sidewalks or the wastewater-plant fill proposal at the Oct. 23 meeting.
