New Bremen council adopts emergency measures to cover $26,692.50 SR 274 waterline change order, amends 2023 appropriations

Council moved quickly to approve the change order after staff reported additional expenses for materials and labor incurred by Fenson Contracting LLC during reconstruction. Council member Elshoff moved to suspend the rules; Lomakin seconded and the motion carried on a 6-0 vote. Council then adopted Emergency Resolution 2023-10-15 to approve Change Order 1 (motion by Council member Wuebker; second by Council member Elshoff), recorded as passed with six ayes.
Following that action, council approved an amendment to 2023 appropriations to cover the additional costs. Council suspended the rules (motion by Council member Larger; second by Councilman Condon) and adopted Emergency Resolution 2023-10-22, increasing appropriations by $35,217.12 and bringing total 2023 appropriations to $27,453,942.57 (motion by Council member Burnell; second by Council member Lomakin). The resolution passed 6-0.
During the same meeting, Village Administrator Richter reported related infrastructure items on State Route 274. Final assessments for curb, gutter and driveway-approach repairs on SR 274 were listed at a combined $129,746.93 to be levied to affected residents; the measure was recorded as Second Reading for Ordinance 2023-10-20 (Levying Assessments of State Route 274 Curb Project). Richter also reported the water plant salt bid opened Oct. 4 produced a sole bid from Artesian of Pioneer at $178 per ton, a 23% increase over the previous $145 per ton; the acceptance of that bid appeared as Second Reading Resolution 2023-10-14.
All formal votes recorded in the minutes for these items were unanimous (six ayes, no nays recorded). No amendments to the change order or appropriations were shown in the meeting minutes.
