Council approves library flooring, equipment lease, fire-department exhaust system and other routine resolutions

Pittsfield’s council used its Dec. 3 meeting to approve multiple routine resolutions and one-time contracts.
The council adopted Resolution 24-17 to award a bid for carpet flooring in the Pittsfield Public Library reading room, rotunda and front desk areas; staff said the vendor is nearby and expects to begin work in January once bookshelves are moved.
Resolution 24-18 authorized an equipment lease agreement with No Man’s Construction Inc. for a 2018 John Deere 670G grader. Councilors were told the lease will include four annual payments of $25,000 through 2028 and a final payment of $50,000 in 2029; staff recommended budgeting options such as treating the final payment as a capital outlay or building reserves to avoid a large one-time jump in contractual costs.
The council adopted Resolution 24-19 to approve the town's portion of the 2024 Somerset County Hazard Mitigation Plan, a periodic countywide submission that keeps municipalities eligible for certain federal funding.
As a housekeeping item, the council renewed the liquor license for B Restaurant under Resolution 24-10.
The council also approved the installation of an exhaust-removal system for the fire department (Resolution 24-11). The project is funded primarily by a FEMA grant covering an estimated $57,000, with a local match of about $3,125 to be paid from the fire department reserve; the system includes a five-year warranty on components and staff said installation would begin promptly.
