South Bloomfield council approves first readings of zoning and feral-cat ordinances, sets Halloween budget

The council unanimously approved the first reading of Ordinance 2024-08, a zoning-book amendment intended to correct prior mapping where HR changes had been applied to HC parcels and to realign parcels along U.S. 23, Council member Ken Everts moved and Woody Blanton seconded. Village Administrator Joe Allen explained the change is an administrative correction to align parcel designations along U.S. 23.
Also on first reading, the council unanimously approved Ordinance 2024-10, a feral-cat ordinance. Ken Everts moved the ordinance forward and Amber Murphy seconded the motion; no substantive debate on the ordinance text was recorded at the meeting.
For community events, Council member Amber Murphy requested the same $8,000 budget used for last year’s Halloween Festival. Dena Cobb moved to approve the $8,000 allocation, seconded by Ken Everts; the motion passed unanimously. The festival was scheduled for Oct. 26 with a rain date of Oct. 27, and a Public Events Committee meeting was set for Aug. 12 at 6:00 p.m. Murphy said she will contact Sunset Cinema about adding a Halloween movie night.
The meeting opened with routine motions: approval of the agenda, waiver of reading the July 15 minutes and approval of those minutes. Committee minutes were tabled until a future meeting when all committee members are present. The meeting adjourned at 7:14 p.m.
