South Bloomfield updates: water plant ahead of schedule; US‑23 project has mixed funding and access challenges

Village Administrator Joe Allen updated the South Bloomfield Council on June 17 about several local infrastructure efforts, including the new water plant and the US‑23 corridor project.
Joe Allen said paving in the village’s new phase is expected to be complete by July 1 and that the new water‑treatment plant is slightly ahead of schedule, with an anticipated mid‑summer opening. He added that the Day Farm Development still has a list of items that must be completed before home closings can proceed.
On the US‑23 project, Allen reported the village’s funding to date includes a $400,000 grant from the Ohio Public Works Commission (OPWC), a $600,000 0% interest loan, a $350,000 TID grant and a $1.5 million state budget line item. He said Ohio Department of Transportation (ODOT) work to limit access along US‑23 is slowing progress on the project.
Allen also said the Community Economic Development Association (CEDA) is working on a land‑use plan and that residents should expect a survey to arrive with a future water bill; he told council he will email members further information about the 6119 Water District when available.
The council did not take action on these items beyond receiving the updates. Council members asked clarifying questions about timelines and closing requirements for the Day Farm Development; the administrator noted outstanding development punch‑list items must be finished before closings can occur.
