Otisfield board approves election preparations, fee schedule, policies and warrant items; town report dedication passes with one abstention

The Select Board approved a $100 FEMA fee schedule item, appointed ballot staff for the MSAD 17 referendum, approved an abatement of $450.39, signed assessors' certification, directed a mailbox policy rewrite, placed school flashing lights on the June warrant (not to exceed $15,000), and dedicated the Town Report to Herb Olsen and Stan Brett and the Resilience Committee (four in favor, one abstention).
At its Feb. 18 meeting the Town of Otisfield Select Board handled a set of administrative and routine actions related to elections, finance and policies.
Board Secretary Brianne Rowell presented a proposed FEMA fee schedule item of $100; the board approved the fee. Rowell also presented sample building-permit refund policies for future consideration. The board approved an abatement for Aqua Vista in the amount of $450.39 and signed the assessors' certification of supplemental assessment.
The board approved the slate of election workers for the upcoming MSAD 17 district referendum (ballot clerks Deb Eicher, Terri Mills, Brianne Rowell and Mary Lou Bessey; Warden Sandy Ouellette; Registrar of Voters Lorrie Rand) and agreed to rent a second machine to avoid manual ballot counting. Nomination papers for two Select Board seats will be available March 2 and must be submitted to the Clerk's Office by 5 p.m. on April 9; town staff said all supporting materials for the Town Report are due April 1.
Julie Ward reported that an existing Mailbox Policy contains a broken link and the board directed staff to rewrite the policy to add provisions for replacing damaged mailboxes; a draft will be presented at a future meeting. Ward also provided an update from O'Donnell Associates on the town revaluation process; property owners will receive letters with updated valuations and the opportunity to schedule hearings with an assessor. The town is also experiencing office network issues; IT support will assess equipment next week.
Selectmen voted to place a pair of school flashing lights on Powhatan Road on the June warrant as a separate line item in an amount not to exceed $15,000 (estimated cost $11,850 uninstalled). The board voted to pay Warrant #24. A motion to dedicate the Town Report to Herb Olsen and Stan Brett and the Resilience Committee passed with four in favor and one abstention (Rick Micklon). The meeting adjourned at 8:31 p.m.
