Otisfield Select Board reviews Jalbert property cleanup, asks staff to seek DEP input

The Otisfield Select Board reviewed new warrant articles for a Special Town Meeting at its Feb. 11 meeting, focusing on cleanup of the Jalbert property and related legal and fiscal questions. The board emphasized that the site must be cleaned up properly and sought additional information before finalizing the article.
Resident Jim Howard raised concerns about disposal of remains at the Jalbert property and asked whether the Maine Department of Environmental Protection could inspect the site to ensure removal would be done in an environmentally safe manner. Vice Chair Rick Micklon said he would research DEP involvement and bring information to the board at its next meeting.
Board members also discussed whether to include an article rescinding last June’s vote to spend town funds on the property. The Select Board has been consulting the town’s attorney firm Bernstein Shur since a fire at the site nearly two years ago. Resident Darryl Johnson urged rescinding the prior vote, saying he believed it would better protect the town from a possible lawsuit.
Separately, the board asked that the Moose Pond warrant article include a not-to-exceed dollar amount; Administrative Assistant Julie Ward said she would contact Lee Dassler to obtain the figure needed for the article text. The board did not adopt a final figure during the Feb. 11 meeting.
The board’s next steps are for Vice Chair Rick Micklon to report back on DEP options and for Julie Ward to provide the Moose Pond not-to-exceed amount once she consults Lee Dassler. No vote on the Jalbert or Moose Pond articles was recorded at the meeting.
