County staff: Harrison Phase 2 wastewater letters must be reissued; construction expected in 2026–27

County staff presented the environmental assessment for the Harrison Phase 2 wastewater project and told commissioners the set of letters sent to state, federal and tribal historic‑preservation offices referenced the Rural Development loan rather than the Community Development Block Grant (CDBG) that will be used; staff were directed to redo and resend the letters so they reference CDBG.
Craig, the staff presenter, said the wetlands delineation shows the pivot area where effluent will be sprayed does not impact wetlands. He said plans and specifications will be submitted to the state Department of Environmental Quality by the end of this month, the county expects to advertise bids in July, and construction could begin late this summer or early fall with projected completion in mid‑2027. Craig also reported that Phase 1 work by COP Construction is expected to complete by the end of the month.
Commissioners moved and seconded approval of the direction to reissue the letters and to proceed with the environmental process; the motion carried.
