Norwich Township rescinds earlier no-parking resolution, tables right-of-way regulation for review

The Norwich Township Board of Trustees voted Feb. 17, 2026, to rescind a prior no-parking resolution (motion #240517.02) after consultation with the township attorney determined it had been approved as an agenda addition and was not listed on a public meeting notice.
Jamie Fisher, township administrator, said the attorney advised rescinding and re-approving the resolution to comply with public-notice requirements. Chair Kelli Arthur Hykes confirmed that the signs installed under the earlier resolution may remain physically in place but should not be enforced by local law enforcement until the board repasses the measure with proper public notice. Mrs. Fisher said Hilliard Police and the Franklin County Sheriff were notified not to enforce the signs.
Trustees also discussed a Norwich Township Right-of-Way Regulation Policy that adviser Pete Griggs had reviewed; the board tabled that policy for further comparison with the City of Hilliard's approach and scheduled it for reconsideration at the March 3, 2026 meeting. Trustee Rick Tidd asked staff to follow up with the City of Hilliard to align practices.
