Rock Springs council approves Health Insurance Committee recommendations for 2026 and authorizes police fleet lease bid

The Rock Springs City Council on Oct. 7 approved recommendations from the Health Insurance Committee to set 2026 health insurance premiums, health savings account (HSA) contributions, and stop‑loss arrangements, and authorized staff to proceed with an ASO renewal with Blue Cross Blue Shield of Wyoming effective Jan. 1, 2026.
Councilor Hickerson, who serves as the Health Insurance Committee liaison, moved approval and described the package as the "best option." The council approved the recommendation unanimously.
Separately, the council authorized the Police Department to advertise for bids on a lease agreement for patrol vehicles. The motion (moved by Councilor Demas and seconded by Councilor Pedri) passed unanimously. Police Chief Bill Erspamer told the council that patrol cars are currently leased, that vehicles are in service 8–12 hours a day, and that the department’s goal is "to keep the officers in new, safe equipment." The authorization allows staff to solicit lease proposals and return with bid results for council consideration.
Council also approved Resolution 2025-129, an ASO group renewal request with Blue Cross Blue Shield of Wyoming, to be effective Jan. 1, 2026; the mayor was authorized to execute reopening request documents when received.
