Rock Springs council approves $3.18 million in bills, awards $1.1258M construction contract and adopts multiple ordinances

Council voted to approve the bills and claims presented by staff, with the total listed as $3,176,797.28. The roll included large line items such as a $435,616.76 appropriation to RS/GR/SWCO Communications and a $393,309.03 contract line for Jackman Construction. The motion to approve the bills carried with Councilor Milonas voting no.
Salaries for Sept. 22, 2025, totaling $876,668.87 were approved separately; Councilor Thompson abstained on that vote.
On contracts, the council approved Resolution 2025-125, accepting a $1,125,800 contract with Debernardi Construction Company Inc.; the motion carried with Councilor Zotti abstaining. Paul Kauchich, Director of Engineering, Operations and Public Services, said this was the only bid for the project and that the award was "very close to the engineer’s estimate." The council also approved Resolution 2025-126, awarding a $67,571.75 contract to Meadowlark Asphalt Maintenance LLC; Kauchich said there were four bids and the award was below the engineer’s estimate after the in‑state preference was applied.
Council approved additional resolutions including a service agreement with Rocky Mountain Reserve (Resolution 2025-127), formal guidelines for public meeting conduct (Resolution 2025-128), and an ASO renewal request with Blue Cross Blue Shield of Wyoming effective Jan. 1, 2026 (Resolution 2025-129).
On ordinances, the council unanimously adopted Ordinance 2025-13 (amendments to subdivision fees), Ordinance 2025-14 (zoning fees), and Ordinance 2025-15 (zoning definitions, district updates and fence provisions) on third reading. Ordinance 2025-16 (server training) was presented on second reading and remained under discussion. Ordinance 2025-17 (council member provisions) was read on first reading and tabled; the motion to table carried with Councilor Milonas voting no.
Council President Max Mickelson called the meeting to order at 7 p.m.; the meeting adjourned at 7:57 p.m.
