Rock Springs council approves liquor license transfer, authorizes water-main bidding and other operational items

The Rock Springs City Council on Aug. 5 approved a series of operational items including a retail liquor license transfer, permission to bid a water main project, personnel action and an event permit.
The council unanimously approved the transfer of a retail liquor license for LV Petroleum LLC dba TA Express Rock Springs, located at 1620 Elk Street. The Engineering/Operations & Public Services Department received permission to advertise bids for the Sunset Drive Water Main Project and the council approved filling a vacant Plans Examiner position in the Building Inspections Department.
The council also approved a request from the Victims Advocacy Center dba YWCA of Sweetwater County to serve malt beverages at Bunning Park for the Rock for a Cause event on Aug. 9, 2025; the request was approved unanimously.
Council approved bills and claims totaling $2,275,710.84. The motion to approve bills and claims carried with Councilor Milonas voting no and Councilor Pedri abstaining; the council then approved the listed salaries for July 22, 2025 (payroll $930,323.87) with two abstentions (Councilors Thompson and Pedri).
Teanna Gandy used the petitions portion of the meeting to invite the council to a Town Talks event on Aug. 14 about community connections and mental health at the Young-at-Heart Senior Center. Mayor Max Mickelson thanked Gandy for the proposal.
