Rock Springs council approves consultant contract, subdivision acceptance and grant agreements amid a recusal

The Rock Springs City Council on Aug. 5 unanimously approved several routine agreements and grants, while voting on one memorandum of understanding produced a recusal and a recorded dissent. Council approved a service agreement renewal with Merchant McIntyre & Associates after City Clerk Matthew L. McBurnett said he negotiated a price reduction from $8,000 per month to $7,000 per month to continue the firm’s work on grant tracking and fundraising.
The council also accepted improvements installed in the Mustang Ridge Properties Phase One subdivision and took control of maintenance responsibilities under city ordinance; that motion passed with Councilor Zotti abstaining. Councilor Paul Kauchich confirmed the subdivision’s retention/detention area was included in the acceptance.
Council approved Resolution 2025-106, a memorandum of understanding with Clear Eyes Strategies, LLC. Mayor Max Mickelson asked Councilor Bingham to step out of the room because the company is owned by his significant other; the measure passed with Councilor Milonas voting no. Mayor Mickelson said the intent of engaging Clear Eyes Strategies is to “provide educational communication to the community to make sure that the City is reaching everyone,” pointing to outreach on topics such as nuclear energy, ambulance services and recreation facilities. Councilor Milonas asked where the council could review examples of the firm’s previous work; Mayor Mickelson responded that Clear Eyes Strategies is a recently formed LLC and that the provider was selected to secure a high-quality product.
The council also accepted a grant agreement with the Wyoming Cultural Trust Fund for a commemorative project. Administrative staff said the fundraising goal is $154,000 and, as of the last check, the City remained roughly $7,000 short; staff noted additional costs for fencing and benches and said fundraising would continue ahead of a Labor Day dedication expected to attract descendants connected to the site.
All motions on the listed resolutions carried except where noted (Zotti’s abstention on the Mustang Ridge acceptance and Milonas’s no on the Clear Eyes MOU). The council recorded no further action or follow-up tasks beyond the existing contracting and fundraising steps.
