Town Administrator proposes $5.15 million FY27 capital recommendation for Milton

On Jan. 15, 2026, Milton Town Administrator Nicholas Milano presented the Capital Improvement Planning Committee with a draft FY2027 capital budget recommending $5,146,000 in projects, including $1,201,000 in non-bonded capital funded from Free Cash and $3,945,000 to be financed through bonds.
Milano told the committee he would distribute the draft recommendation and an attached Chart A for members to review before the next meeting. He also presented a separate projection of how the bonded portion would affect future debt service and referenced a supporting Chart B; no votes were taken on the capital recommendation at the meeting.
Milano said the Parks Commissioners withdrew capital requests for field projects because those requests are being held pending completion of a Recreation Facilities Master Plan, and he recommended a policy preference that projects eligible for Community Preservation Committee funding apply to CPC first, with the town capital budget providing supplemental funding if CPC declines or partially funds a project. "Requests that are eligible for CPC should apply for CPC as the first funding source," Milano stated during his presentation.
Committee members did not take action on the draft budget. Jim Davis left the meeting at 8:13 a.m.; the committee scheduled further discussion for its next meeting on Thursday, Jan. 29, 2026, at 7:30 a.m. in person.
