Milton CPC recommends $750,000 bond for Wharf Park after design revisions

Scott Mackay, the project’s principal applicant, was joined by Bill Madden of Greg Lombardi Design and JD Wild, a Milton Landing business owner, to describe revisions made since the committee’s November presentation. The team said they raised the open lawn, adjusted walkway slopes, shortened the retaining wall by 22 feet, reduced the number of stair risers from 12 to 10 and narrowed the lawn from 70 feet to 64 feet. Those changes, they said, lower construction costs by about $56,000.
Committee members discussed site access from Adams Street, local business support and the possibility of a “Friends of the Park” group to assist with maintenance and programming. After discussion, committee member Robert Levash moved and Kathleen O’Donnell seconded a motion recommending that the CPC approve a first bond request of $750,000 toward an overall project budget of approximately $1.5 million. The committee recorded eight votes in favor, zero opposed and one abstention; the transcript does not specify who abstained.
Peter Jackson, who drafted CPC articles for Town Meeting, noted that the committee’s recommendation will be reflected in a bond article for the May Town Meeting. The recommendation does not itself authorize spending; any bond issuance and related appropriation will require Town Meeting approval, including a two-thirds vote when applicable.
Next steps: the CPC will forward its recommendation for inclusion on the Town Meeting warrant and Mr. Jackson said he will provide proposed article wording at the next CPC meeting.
