Washington council approves budget carryforwards, accepts $365,000 LASII grant and authorizes $470,140 for Kelly Childrens Home

The Washington City Council on Aug. 5, 2024, approved several budget and project items intended to close out prior-year obligations and accept new grant funding for infrastructure and nonprofit support.
Council adopted a Budget Ordinance Amendment to appropriate funding for open purchase orders as of June 30, 2024. The motion to adopt the purchase-order carryforward was made by Mayor Pro tem Anthony Tyre and seconded by Councilmember Richard Brooks; the vote was recorded as unanimous.
Council also adopted a Budget Ordinance Amendment to appropriate funds for prior-year project carryforwards. That motion was made by Councilmember Antwan Horton and seconded by Councilmember William Pitt; recorded vote unanimous.
On grants, the council adopted a resolution authorizing the mayor to accept $365,000 from the Local Assistance for Stormwater Infrastructure Investment (LASII) program for design of automated screens at the Jacks Creek Pump Station (Project No. SRP-SW-0005). The LASII award covers 100% of eligible design costs up to the awarded amount and was accepted by motion of Councilmember Lou Hodges, seconded by Councilmember Richard Brooks.
Separately, the council approved a Grant Project Ordinance in the amount of $470,140 for additional funds awarded to the Kelly Childrens Home under the CDBG-NR program. The city had agreed at a May 7 special meeting to apply for the additional funding; the Department of Commerce issued funding approval on June 10, 2024. The motion to approve the grant ordinance was made by Mayor Pro tem Anthony Tyre and seconded by Councilmember Richard Brooks; recorded vote unanimous.
The council also authorized the City Manager to accept the Workers' Compensation Administrator services agreement Amendment #2 with Brentwood Services Administrators, Inc.; the three-year agreement runs from July 1, 2023, through July 1, 2026. Councilmember Antwan Horton moved the authorization; Councilmember William Pitt seconded and the motion passed unanimously.
Minutes record the Airport Authority projects are progressing with $33 million in state-allocated funding and the Electric Advisory Boards AMI project will take approximately 2.5 years to fully implement. Councilmember Lou Hodges reported on Brown Librarys summer program statistics: the library distributed over 900 educational kits, hosted 56 programs and recorded more than 9,000 checkouts.
