Thayne to apply for $112,500 federal grant to update park irrigation system

The council voted to approve Resolution 2020-12-16B authorizing the grant application (motion by Councilman Heward; seconded by Councilman Woolley). Councilman Schwab recorded his opposition to the motion, saying he preferred improving the current system the town maintenance installed rather than installing an entirely new system. Councilman Woolley expressed concern about the timing given anticipated budget cuts and said the town should be saving rather than spending at this moment, though he was not opposed to the project in principle.
Robert Hood told the council the grant application is a federal Land and Water Conservation Fund request due Dec. 31, 2020, and said that if awarded the town must go through a public bid process. Hood noted the town will need to decide whether to require bidders to follow the Silver Creek design package or accept alternate designs submitted with bids. If awarded, the council expects the project to proceed in 2021.
The resolution was approved with Heward and Woolley voting in favor and Schwab opposed. The next procedural steps are submitting the application by the deadline and, if funded, conducting a public bid process and determining the scope of work.
