Thayne — The Town Council voted April 21 to approve a revised master plan and to accept a preliminary plat for the Meadows at Star Valley subdivision, a planned unit development of roughly 40 acres and 107 lots.
Surveyor Marlow Scherbel presented the plan on behalf of developer Douglas Childs, describing 85 single‑family units, 12 townhome lots and 10 twin homes (about 2.7 units per acre, under the town's 3.1 unit/acre maximum for AR‑1 zoning). The subdivision will connect to town water and sewer; Scherbel said sewer routing will drive phasing and may require a pump.
Council raised concerns about several lot frontages that did not meet the town's 96‑foot minimum; Scherbel agreed to adjust the plan to comply. Councilman Woolley moved to approve the master plan with the frontage changed to 96 feet; Councilwoman Passey seconded and the motion carried.
Council then approved the preliminary plat for phase one and directed town staff to draft a developer's agreement — including a bonding requirement (developer to post 125% surety of infrastructure cost) — to be presented at a future meeting. Councilman Schwab moved approval of the preliminary plat; Councilman Woolley seconded and the motion carried.
Mayor Simpson summarized next steps: the developer will submit an amended master plan showing phasing changes, the draft developer's agreement will be prepared for council review (Kevin Voyles will receive a sample agreement), and hook‑up/connection fees will be paid at time of utility connection with building permits filed at least two weeks before construction.
