He offered two options: fully remove the clay and refill with pit‑run (estimated about $40,000), or roughen the material, let it dry and later fill with pit‑run (estimated about $9,000). After discussion the council chose the more robust full‑removal option to avoid future failures.
Council approved a motion to add pit‑run at $21 per cubic yard and additional excavation and haul at $8.35 per cubic yard, authorizing up to 1,300 cubic yards above the original contract amount. Councilman Heward moved the change order and Councilwoman Passey seconded; the motion carried.
Sunrise also noted additional concrete removal in front of the building estimated at 400 square yards at $9 per square yard ($3,600). The firm will continue oversight of related TAP and Van Noy Street exploratory work to check for similar subsurface conditions along planned paving corridors.
The council did not provide a revised total contract figure in the meeting and left the final accounting to forthcoming change‑order paperwork and contractor documentation.
