Council approves range of resolutions and administrative actions, including air-service amendment

On Nov. 4 the Rock Springs City Council approved multiple resolutions that the city described as administrative or corrective in nature. Resolutions approved included a Jackman Construction change-order time extension (2025-134), a temporary employment agreement with Jeffrey A. Tuttle to cover building-inspection duties (2025-135), a budget revision (2025-136), updated Planning & Zoning fees (2025-137) and Amendment Three to the FY2020 Air Service Improvement Plan cooperative agreement (2025-138).
Resolution 2025-134 accepted an owner-initiated change order to allow additional work days and a winter shutdown without increasing the project cost; councilors confirmed the change order only adjusted schedule. Resolution 2025-135, a temporary employment agreement for Mr. Tuttle, passed unanimously; staff said recruitment for permanent positions has been slow. Resolution 2025-136 approved a budget revision unanimously.
Resolution 2025-137, which updates the Planning & Zoning fee schedule, prompted more debate. Councilors Bingham and Milonas voted no and said some fee increases—described in the meeting as high percentage jumps—remain problematic; other councilors and city staff pointed out many fees remain lower than similar Wyoming cities and that fees reflect staff time. The resolution passed with two no votes recorded.
Council also approved Resolution 2025-138, an amendment to the Air Service Improvement Plan cooperative agreement with Sweetwater County and Green River. Finance staff clarified the underlying state/county split is 60/40 and Rock Springs will pay 33% of the county’s 40% share; the resolution passed unanimously.
