Rock Springs council approves staffing contract, engineering amendment and $385,800 housing electrical grant; bills totaling $1.86M cleared

The Rock Springs City Council approved several contracts and a housing grant at its Oct. 21 meeting, and cleared the city’s bills and payroll for the period.
On a unanimous vote the council approved Resolution 2025-130, authorizing a client services agreement with Elwood Staffing Services, Inc., to assist with recruitment for hard-to-fill municipal positions. Mayor Max Mickelson said the staffing firm would act as a headhunter and warned that failing to recruit an Electrical Inspector could risk loss of home rule and force the city to rely on state oversight.
Resolution 2025-131, an amendment to HDR Engineering’s services agreement to align billing with the actual mix of staff performing the work, also passed unanimously after Director Paul Kauchich explained that additional positions had been used which were not in the initial rate structure.
The council accepted Resolution 2025-132, a $385,800 HAI Group Loss Prevention Grant to fund electrical system upgrades at Rock Springs Housing Authority public housing units; the motion carried with Councilors April Thompson and Larry Hickerson recorded as abstaining. Housing Director April Thompson was authorized to complete online reimbursement paperwork.
Council approved bills and claims totaling $1,864,992.67 and salary disbursements of $821,361.93. Several items were pulled for separate votes earlier in the meeting: Public Housing fund 250 and Section 8 fund 295 payments were approved with Councilors Pedri and Thompson abstaining; the Clear Eyes Strategies payment was approved with Councilor Bingham abstaining.
The council also moved to table Ordinance 2025-16 (server training for alcohol servers) on third reading and tabled a Parks & Recreation request to allow open containers at downtown Bunning Park during the holiday season pending further rules about permitted events and vendor permitting.
