Rock Springs council enacts ethics and conduct ordinance

The Rock Springs City Council approved Ordinance 2025-18 on Nov. 4, which amends the city code to add Section 30.48 on ethics and conduct for city officers and employees. The ordinance passed on third reading with a single dissenting vote from Councilor Milonas.
Councilor Zotti moved to approve the ordinance; Councilor Demas seconded. Upon roll call, Councilors Bingham, Pedri, Demas, Zotti, Hanson, Hickerson, Thompson and Mayor Max Mickelson voted in favor; Councilor Milonas voted no. Council discussion leading up to the vote referenced the ordinance title and the city’s process for adopting changes to codes for administration and employee conduct.
Separately, Ordinance 2025-16 (server training) died for lack of motion to remove it from the table, and Ordinance 2025-19 was read on first reading.
The ordinance becomes effective according to the city’s codification schedule and administrative procedure for newly adopted code sections.
