Rock Springs adopts FY2026 budget; amendment for airport funding not included

The Rock Springs City Council unanimously adopted the Fiscal Year 2026 final budget on Nov. 4, approving city spending plans for the coming year. City officials said the adopted budget does not include funding for an amendment to the regional Air Service Improvement Plan; staff said that expense will be found in non-departmental funds or submitted later as a separate request.
Adoption of the budget followed brief council discussion about where the Air Service Agreement amendment would be funded. Matt McBurnett, Director of Administrative Services, told council the amendment’s cost is not in the final budget and indicated the city will cover its share either from non-departmental reserves or a future budget request. Councilor Demas moved to approve the budget; Councilor Pedri seconded and the motion carried unanimously.
The council also approved bills and claims totaling $2,169,325.45 and a payroll report that included salaries of $852,935.85. The Rock Springs Housing Authority bills were approved in a separate motion with Councilors Pedri and Thompson recorded as abstaining on that item. The council approved salaries for the Oct. 22 payroll with Councilor Thompson abstaining from that vote.
The council did not set a specific funding source for the Air Service amendment during the meeting; city staff said the matter will return for allocation or an additional appropriation if required. The meeting adjourned at 8:14 p.m.
