Rock Springs council approves StateFire contract, roofing work and multiple grant and inspection agreements

The Rock Springs City Council on Aug. 19 approved multiple contracts and grant-related resolutions, including a $207,230.10 contract with StateFire and a $77,143 contract with Big Horn Roofing.
The council also approved two inspection contracts with the Wyoming Association of Sheriffs and Chiefs of Police (WASCOP) for alcohol and tobacco inspections. Police Chief Bill Erspamer said the City will be reimbursed up to $6,800 for the inspection program; reimbursement typically amounts to about $85 per inspection and compliant employees who check IDs may receive gift cards. The tobacco inspections will follow the same reimbursement process.
Council approved Resolution 2025-113, an amendment to a Wyoming Department of Homeland Security grant awarding $152,337 for training and equipment for the Rock Springs Fire Department. On insurance matters, the council accepted a stop-loss insurance proposal (Resolution 2025-112) that, according to Matt McBurnett, Administrative Services Director, was recommended by Willis Towers Watson to increase specific deductibles and lower administration costs.
Each resolution was moved and seconded on the council floor and recorded as carried (most unanimously). The mayor and city clerk were authorized to execute the approved contracts as written in the resolutions.
