Kenosha County finance committee approves multiple intergovernmental agreements and easements

The Kenosha County Finance Committee met June 16 and approved a package of resolutions to continue intergovernmental services, authorize temporary access for airport vegetation work and permit a gas-valve easement in Brightonale Park.
Shelly of the county’s planning and development staff told the committee the county will extend professional-service agreements with the Village of Salem Lakes to continue permitting, building-inspection, zoning and shoreland/floodplain services through December 2026; the committee voted to amend a typographical funding line, changing $28,000 to $30,000 before approving the resolution.
The committee also approved a temporary right-of-entry agreement allowing Camp Lake Airport LLC to enter county-owned land adjacent to the airport to trim or remove vegetation that could interfere with aircraft operations. County staff said the agreement grants only temporary access rights and does not create an easement or transfer ownership.
Separately, the committee approved an easement allowing a gas-valve assembly to be sited on roughly two acres within Brightonale Park as part of the Rochester lateral pipeline project. The county will receive a one-time payment of $14,650, which staff said will be directed toward the Brightonale playground project; the county retains ownership of the park and the easement is limited to the rights needed for the valve assembly.
On information technology items, the committee approved a $2,400-per-month intergovernmental agreement for Kenosha County IT to provide desktop, network and phone support to the Village of Twin Lakes. The committee also adopted a generative artificial intelligence usage policy that requires employee training, human review of AI-generated work, restrictions on uploading sensitive data to public AI services, and logging or audit trails for authorized uses.
Chair and committee members approved the meeting minutes from April 16, 2026, and agreed to recess for building-safety reasons before continuing later items.
What’s next: Each approved agreement will be executed according to staff instructions and circulated for signatures; the IT department will proceed to an implementation and training plan for the AI policy and the Twin Lakes support contract.
