Planning Commission backs broad zoning text changes and fee increases, removes tire recapping from conservation district

At joint public hearings on March 24 and April 28 the Smyth County Planning Commission reviewed a wide-ranging set of proposed amendments to the county’s Zoning Ordinance, including new land-use definitions (examples: distillery, microbrewery/microdistillery, meat processing facility, townhouse, winery) and additions to permitted and special-use categories across Agricultural, Agricultural/Rural, Residential, Commercial, Industrial and Conservation/Recreation districts.
Members of the public objected to allowing Tire Recapping and Retreading and some shooting ranges in the Conservation/Recreation district, citing the need to protect areas such as Hungry Mother Lake and to preserve park aesthetics. Staff clarified that the advertised amendments would permit Tire Recapping and Retreading by special use in Commercial and by right in Industrial districts, but public comments prompted the commission to recommend removing Tire Recapping and Retreading from the Conservation/Recreation district.
The commission also reviewed proposed fee increases for zoning permits, text amendments, rezonings, special-use permits, variances and appeals. Following discussion the commission recommended adopting the revised fee schedule and approved the amended text (with the Tire Recapping deletion) for forwarding to the Board of Supervisors.
The commission’s recommendations were recorded in late March and April for Board consideration.
