Council moves to standardize committee membership, provisionally appoints Parks & Rec members

City Manager and staff proposed a membership restructuring for the in‑town design review committee and the Parks & Recreation Commission to bring those committees in line with the city’s other advisory bodies. The proposal would standardize membership at nine members with three‑year staggered terms and allow, in limited cases, non‑resident members who provide professional expertise.
Councilors spent a lengthy portion of the meeting debating the tradeoffs between prioritizing Belfast residents for committee seats and the benefits of bringing outside expertise for technical committees. Several councilors said preference should be given to residents when all other qualifications are equal; others argued the city should retain case‑by‑case discretion to appoint experienced non‑residents who can advance committee work.
Staff said the change would require an ordinance amendment, a public hearing and a first reading before it became binding. To avoid delaying committee work while ordinance language is finalized, the council provisionally appointed four applicants to the Parks & Recreation Commission (motion passed 5–0). The council directed staff to return with formal ordinance language, public notice and a schedule to implement staggered terms and membership rules.
Councilors also discussed preserving longstanding subcommittees such as the Rail Trail and Harbor Walk, and asked staff to clarify how subcommittees will be handled under the new structure.
