Independence council adopts amended FY2026'027 budget after amendment to relocate emergency preparedness

The Independence City Council voted unanimously on June 15 to adopt an amended annual operating and capital budget for fiscal year 2026'027 (ordinance 26-063).

Mayor Kevin King moved to substitute the version dated June 4, 2026, as the amended budget on the floor. City Manager Anderson explained the principal changes: moving the emergency preparedness division from the health/animal services area back to the fire department, correcting a system-generated duplication in the police communications unit that represented roughly a "$2,000,000 sort of delta, $2.02 and a half million dollar delta," and adjusting a few line items in the sanitary sewer fund. "So in essence, we took the duplication of the funds," Anderson said, describing reallocations intended to protect fund balances and position capital resources appropriately.

Council members asked questions about a negative balance in the workers' compensation fund and about the fiscal management approach; Anderson said the city is addressing rising claims through risk management and long-term budgeting. After discussion, the council approved the amendment on a roll-call vote and then passed the amended ordinance. The clerk recorded the final passage of the amended bill as 7 to 0.

The meeting record does not show additional conditions attached to the amendment. City staff said the changes were intended to correct departmental allocations and improve fund balances going into the new fiscal year.

What happens next: The amended budget takes effect for the fiscal year beginning July 1, 2026. Staff and departments will implement the transfers described by the city manager and continue the city's work on long-term risk-management strategies.
