South Heidelberg staff outline $1.1M HRW Park plan, road bids and routine personnel and infrastructure updates

South Heidelberg Township officials on Feb. 17 reviewed a set of capital, personnel and infrastructure items, including a proposed $1.1 million renovation of HRW Park, a low bid for 2026 road work, televised stormwater defects in a subdivision and a personnel request within the police department.
Township Manager Sean A. McKee presented a proposed HRW Park renovation and a funding strategy that he said would rely on grants, private contributions and recreation impact fees rather than general fund dollars. "Currently the cost is approximately $1.1M," McKee said, adding that his office is refining cost estimates with consultants HRG and GMS.
On transportation work, Township Engineer Scott Anderson said the lowest responsible bidder for the 2026 road projects came in at $311,000 and that contract acceptance and award would be on the general business meeting agenda. Anderson also circulated video and photographs from televising stormwater pipes in Heidelberg Crossing and told the Board the footage identified areas Grande Construction must address before the township will accept the subdivision infrastructure.
Anderson reported that an RFP for engineering and construction work on the Walters Avenue Bridge has been advertised in response to cost escalation concerns; his office will review RFP results in March 2026. He also said work on utility pole relocation and environmental approvals for the Krick Lane extension continues, with hopes to advertise the project for bid in April or May 2026.
Chief J. Matthew Hook told the Board Officer Alexander Doelp is the only applicant for the open Patrol Sergeant posting and asked that Doelp be appointed Acting Patrol Sergeant while completing testing and promotion steps expected to run into March 2026. Hook also reminded the Board the South Heidelberg Police Department’s yearly report and meeting with served municipalities is scheduled for March 25, 2026.
McKee said the township’s eCode360 project to codify ordinances online is complete and he will request authorization to advertise an ordinance to formally adopt the codification. He also said the township will seek a realtor to assist with listing building areas for lease or sale as a building loan comes due.
Township Solicitor Andrew George briefed the Board on the dismissal of the Pender appeal for failure to file a docketing statement after an extension, and noted a draft logistics/data center ordinance will return to the planning commission in March 2026 for review.
The Board adjourned at 11:22 a.m. following a unanimous motion by Chairman John N. Musante and second by Vice Chairman John Gerhart.
