Smyth County Planning Commission: officers, ordinance changes and local land-use approvals across 2015

From January through November 2015, the Smyth County Planning Commission conducted routine governance business, recommended zoning text changes and approved a subdivision plat.
At the Jan. 22 meeting the Commission elected Norman Sparks chairman for 2015, Joel Pugh vice chairman, Wayne Venable secretary and Becca Marean clerk; members also set the 2015 meeting calendar. Commissioners appointed Sparks, Pugh and Doyle to an Ordinance Committee to examine zoning ordinance amendments.
On May 28 and later at the July 14 meeting the Commission recommended the Board of Supervisors set a public hearing to mirror the state definition of “family day home” in the county Zoning Ordinance and to add an administrative approval process. Commissioner Joel Pugh moved the recommendation and the Commission recorded unanimous support.
On Nov. 19 the Commission approved a subdivision plat for American Woodlands, LLC and required that a Deed of Vacation be recorded to vacate interior lot lines. The minutes note the Board of Zoning Appeals matter and that county staff reminded the Commission their review role is to confirm the plat meets the Subdivision Ordinance.
Other administrative items recorded in meeting minutes include condolences for the passing of Commissioner Graham Davidson (noted on Jan. 22), the appointment of a member to the Mount Rogers Planning District, a recommendation that the BZA consider a variance for Bethel Baptist Church in Troutdale, and recurring reminders about clerk notifications and member attendance. Several meetings recorded no citizen comments during Citizens’ Time.
These minutes document advisory recommendations and procedural actions; final decisions on text amendments and special-use permits rest with the Smyth County Board of Supervisors or the Board of Zoning Appeals where applicable.
