Planning commission backs expanded Rich Valley Fair events, limits hours to weekends

The Smyth County Planning Commission on March 26 recommended the Board of Supervisors approve a Special Use Permit to allow the Rich Valley Agricultural and Fair Association to expand activities at its Saltville property to include events such as bull riding, demolition derbies, go‑cart racing, concerts and tractor pulls.
Zoning Administrator Clegg Williams told the joint public hearing the application revisits a similar request from 2010 and that the applicant would continue to comply with Smyth County’s Music Festival Ordinance for concerts. Lenny Robbins, representing the fair association, said the organization does not yet have specific events booked but would like authorization to offer six to seven events per year and anticipated events would be held on Friday and Saturday nights, with hoped-for closing times between midnight and 1 a.m.
After closing the public hearing, Commissioner Joel Pugh moved to recommend the Board approve the Special Use Permit with conditions that events be held only on Friday, Saturday and/or Sunday and end by midnight. Commissioner Wayne Venable seconded the motion; the recommendation passed by a recorded vote of seven in favor and none opposed.
The Planning Commission’s action is an advisory recommendation; the Board of Supervisors will take final action. The Commission noted it could recommend additional conditions if the Board requests further review or if complaints arise once events are scheduled.
