Commission recommends conditional approval for Clinch Valley Community Action childcare center in Atkins

At the Dec. 27, 2018 joint hearing the Planning Commission and Board of Supervisors considered an application from Clinch Valley Community Action and property owner John Riley for a special-use permit to operate a childcare center at 5894 Lee Highway in Atkins (Tax Map #48-A-47F). Zoning Administrator Clegg Williams described the proposed 3,000-square-foot facility; Doug Sheets, director of Clinch Valley Community Action, said the center would serve approximately 20 children with three to five staff and would be licensed by the Virginia Department of Social Services.
County officials raised questions about playground safety and barriers around the parking area; sewage disposal emerged as the primary outstanding issue. Owner John Riley said he was working on a plan to provide adequate sewage disposal. Commissioners recommended approval with a clear condition: no building permits shall be issued until the Smyth County Health Department approves an adequate sewage-disposal plan. Commissioner David Spence moved the recommendation; Commissioner Paul Shepherd seconded it and the motion passed unanimously.
The conditional recommendation will be forwarded to the Board of Supervisors for final action; the zoning office retains the application materials and the county health department will be the permitting authority on sewage matters.
