Smyth County Planning Commission reorganizes for 2019 and advances ordinance work on private roads

At its March 28, 2019 meeting the Smyth County Planning Commission completed its annual reorganization, elected officers and set a meeting calendar for the year.
Commissioners elected Joel Pugh chairman for 2019 with Graham Davidson Jr. as vice-chairman, Hazel Wagoner as secretary and Sarah Parris as clerk. The commission set its regular meetings for the fourth Thursday of each month (with November moved for the Thanksgiving holiday), adopted operating procedures, and approved the 2018 annual report.
The commission also appointed members to an Ordinance Committee and forwarded two matters — adding a list of private roads and proposed amendments to the Future Land Use Map — to that committee for review. A joint public hearing on private roads was scheduled for June 11, 2019. Chairman Pugh later presented a resolution recognizing Norman Sparks for 12 years of service to the commission.
Why it matters: The reorganizational votes set leadership and procedural rules for the commission’s 2019 work program. The ordinance committee’s work on private roads could result in amendments to the county’s Comprehensive Plan and Land Use Map, which would require public hearings and Board action.
The commission recessed at times to hold joint public hearings with the Board of Supervisors on several contested permit matters during 2019.
