The Smyth County Planning Commission recommended approval of a Special Use Permit for a kennel at 176 Rifton Drive in Marion on March 28, 2019, forwarding its recommendation to the Board of Supervisors.
Zoning Administrator Clegg Williams told the joint hearing the application from David and Suzanne Fields (Tax Map 47-A-67B) is for a property zoned Commercial and noted letters on file from the Virginia Department of Transportation and a soil consultant regarding a commercial entrance permit and septic requirements. Architect William W. Huber AIA presented the proposed building plans on behalf of the applicants.
Two neighbors and Mike Snavely, president of the Humane Society, spoke in support of the project; no opposing speakers were recorded. After discussion, Commissioner Tony Dean moved to recommend approval; Commissioner David Spence seconded the motion, which passed with six votes in favor and none opposed. The commission’s recommendation will be considered by the Board of Supervisors.
Why it matters: The property is designated Commercial/Industrial on the county’s 2013 Future Land Use Map, and the zoning ordinance allows kennels in commercial districts by Special Use Permit subject to conditions and public hearing review. The Board of Supervisors will decide whether to grant the permit.
