Becca Creasy presented the application and confirmed the hearing had been advertised and adjoining owners notified; no written comments had been filed with county staff.
Cheryl Grimm, representing Community Connection Support Services, described its operations for adults with developmental disabilities, saying the program would be “open Monday through Friday, typically 7 a.m. until 4 p.m.” She said the facility could accommodate up to 20 individuals per day depending on building size and that staffing would typically be one employee for every three participants. Grimm told the commission the local health department had approved the existing septic system and that the provider would pave the parking lot and fence the rear of the property when final approval was secured; she said Community Connection did not provide transportation and that clients would arrive via private or public transport.
A neighbor, Brian Stiefel, said he was concerned about traffic and safety on Highway 16 but stated he supported the application after hearing about the proposed safeguards.
Commissioner Tony Dean moved to recommend approval; the motion carried 5–0 (Campbell, Davidson Jr., Dean, Shepherd, Wagoner voting yes; Spence absent). The commission forwarded its recommendation to the Board of Supervisors for consideration. The applicant indicated a likely opening in mid‑September contingent on permits and site work.
