On July 28, 2022, the Smyth County Planning Commission recommended approving a special‑use permit for Tommy and Phyllis Gross to place an accessory building on a vacant lot on Bear Lick Lane in Sugar Grove (Tax Map No. 74A‑3‑73). The application, presented by Administrative Assistant Becca Creasy, was advertised and adjoining property owners were notified; staff reported no written comments had been received in the county office.
Tommy Gross explained the building would be used to store yard tools used to maintain the property. Creasy referenced applicable state and county code sections and the published legal advertisement for the hearing. Chairman Charlie Atkins and Planning Commission Chair Hazel Wagoner opened and closed the public hearing without additional speakers.
Commissioner Paul Shepherd moved that the commission recommend approval of the special‑use permit; the motion was seconded and carried 5–0 (Campbell, Davidson Jr., Dean, Shepherd, Wagoner voting yes; Spence absent). The commission’s recommendation now goes to the Smyth County Board of Supervisors for final action.
No conditions, concerns from adjacent owners, or amendments were recorded in the public minutes. The application was recorded as advertised in the county file; copies of the application and maps are on file in the County Administrator’s office.
