Commission recommends zoning-ordinance amendments to exempt county-owned solid-waste sites and adopt zoning permit fee

At the September 26 meeting and joint public hearing, Clegg Williams and Zoning Administrator Becca Creasy presented proposed amendments to the Smyth County Zoning Ordinance. The first amendment would add county-owned solid waste (convenience stations) to an exemption in Section 4-8 so those county facilities would not be subject to minimum lot-size requirements. Staff explained the change is needed because the County is relocating some convenience stations to lots that otherwise would not meet minimum lot-size thresholds.
The second proposal suggested establishing a zoning permit fee and increasing fees for special-use permits and map amendments. Creasy recommended a flat $500 fee (Option 1) to cover advertising and application costs while waiving zoning permit fees for agricultural uses; she noted the existing $250 fee for special-use permits only partially covered advertising costs and strained the department budget. After discussion, the Commission voted unanimously to recommend both amendments to the Board of Supervisors.
The Commission recorded motions recommending the Board approve the amendments to Section 4-8 (solid-waste exemption) and Section 8-6.2 (filing fees) as presented in Option 1.
