NORWICH TOWNSHIP, Ohio — The Norwich Township Board of Trustees on March 17 approved a notice of award to Local Waste Services for Consortium 3 residential collection services covering 2027–2031 for unincorporated township residents.
Township Administrator Jamie Fisher reviewed bids from three haulers: Rumpke ($27.35 per month per residential unit), Waste Management (an alternate bid that would start at $19.25 in 2027 and escalate to $23.40 in 2031 but limited services and per‑item charges), and Local Waste Services ($24.24). Fisher told trustees Waste Management’s alternate bid was non‑conforming because it covered cart contents only, limited weekly yard waste to 20 bags per unit, charged $30 per bulk item and was not a fixed rate for the contract term.
Fisher said the township’s current unincorporated service includes a fixed monthly cost with unlimited weekly trash, yard waste and recycling collection and 95‑gallon container rentals; the current rate is $20.99 per residential unit per month. The Local Waste Services bid represents an increase of $3.25 per month for unincorporated residents compared with the current rate, Fisher said.
Vice‑Chair Brian Rothenberg moved to approve the notice of award to Local Waste Services; Trustee Trish Barker seconded the motion. Trustees voted unanimously to record Motion Passed -#260317.03.
The approval authorizes staff to proceed with contract finalization for the consortium award; the minutes do not include the contract’s final signature date or full contract terms.
