Mendota council adopts Delta-Mendota Subbasin Groundwater Sustainability Plan

Acting as the Mendota Groundwater Sustainability Agency, the City Council voted to adopt the Delta-Mendota Subbasin Groundwater Sustainability Plan (Resolution No. 24-49). The plan was adopted after a brief staff report and no public comment; the vote was 4–0 with Mayor Pro Tem Lopez absent.
Acting in its capacity as the Mendota Groundwater Sustainability Agency, the City Council voted to adopt the Delta-Mendota Subbasin Groundwater Sustainability Plan on Aug. 20, 2024.
City Manager Cristian Gonzalez reported to the Council on the plan and discussed water use in Mendota for agricultural purposes. Mayor Martinez opened the public hearing; no members of the public spoke. Council Member Jose Alonso moved to adopt Resolution No. 24-49; Council Member Joseph Riofrio seconded the motion, which passed 4–0 with Mayor Pro Tem Libertad “Liberty” Lopez absent.
The vote finalizes the Agency’s adoption of the subbasin plan as presented to the Council. During the discussion Council members acknowledged the role of the plan in managing groundwater resources for agricultural and municipal needs and noted a webinar was scheduled to provide additional information to stakeholders.
No amendments or formal conditions were recorded at the meeting. Assistant City Attorney Castro later stated there were no reportable actions coming out of the Council’s subsequent closed session items.
The adoption will be handled administratively by City staff and the Mendota Groundwater Sustainability Agency; the Council did not identify a local effective date at the meeting.
