After discussion Council Member Jose Alonso moved to continue the public hearing to the July 23 meeting and to direct staff to obtain additional documentation from Mr. Escobar; Council Member Joseph Riofrio seconded the motion, which passed unanimously (4 ayes, absent: Rosales).
Assistant City Attorney Castro later offered legal comments during council discussion. The minutes record no final action on the ordinance itself; the hearing was continued so staff and the public can provide additional documentation and legal context. The council noted practical concerns raised by neighbors and asked staff to follow up before final action.
